Memphis City Councilman Berlin Boyd (District 7) is working on an ordinance to prohibit or restrict private dumpsters in public alleys. Councilman Boyd was assigned the District 7 seat following the resignation of Barbara Swearengen Ware this past June. His term will conclude when the new council is sworn in for 2012.
